It's hard to say, but you've definitely got something wrong. I wouldn't be sure the paint program is the issue - it could be any bit of freeware, some add-on/extension you have for chrome, or even just a site you visited that was infected and so infected you. To me, it seems fairly obvious that you've installed something on your computer that's intercepting http requests and misinterpreting them or the responses from servers.
